Department of Tourist Services (DTS)
The Department of Tourist Services (DTS) is the regulator for tourist services related to Islamabad and Gilgit Baltistan. Its main function
is to regulate the Hotel and Travel Trades which includes Hotels, Restaurants, Travel Agents, Tour Operators, and Tourist Guides. The Department is implementing the following
three Acts and the Rules framed thereunder:
- The Pakistan Hotels & Restaurants Act, 1976 and Rules, 1977
- Travel Agencies Act, 1976 & Rules 1977
- Tourist Guides Act, 1976 and Rules, 1996
It registers and grants licenses to hotels, restaurants, travel agencies, and tourist guides through these acts.

OBJECTIVE
To make Islamabad a model hospitality city
FUNCTIONS OF DTS
- Registration and licensing of hotels, restaurants, travel agencies, and tourist guides
- Classification of hotels
- Fixation of fair rates for hotels and restaurants
- Approval of service charges for travel agencies
- Regulate standard of services provided at hotels and restaurants, in accordance with relevant laws
- Check and ensure the function of Travel agencies in accordance with relevant laws
- Coordination with Hotels and Restaurants Advisory Committee and Travel Agencies Regulatory Committee for effective implementation of Hotels and Restaurants Act, Travel Agencies Act & Tourist Guides Act.
- Annual Renewal of Licenses of Hotels, Restaurants, travels Agencies & Tourist Guide.
- Perform judicial functions under Travel Agencies Act and Hotels and Restaurants Act.
- Tourist / Customers complaints resolution
